Scholarships
The purpose of the ESF Scholarship Scheme, is
to enable fellowships and grants to be made to members of the Victorian
Emergency Services to assist them to undertake advanced studies in Australia
or overseas.This might be by participating in formal courses of education
or training or by attachment for study or observation with other agencies
or educational or training institutions to advance their educational and
professional standards.
Emergency Services Agency heads need to fully endorse recommended applicants
for scholarships, confirming the benefits that would flow to the agency if their
nominee is successful and the proposed methodology suggested.
A Scholarship Committee has been established and at this point in excess of 100
scholarships have been awarded.

Guidelines for Writing your Report.
To assist you in writing your report, when you return from your scholarship trip, contact the Administrative Secretary - Jenny Davis- 0406 003765. She will provide you with a sample copy of guidelines.

ESF Scholarship Scheme 2011
Emergency Services Foundation 2011 Scholarships were awarded to the following Emergency Service staff members.
Lindsay Bent - MAS - Demand modelling for medical response.
Christopher Blackstock- CFA - Using social media to aid decision making during an emergency.
Angela Seach - CFA - Organisational responses to long term psychological impacts of disaster on individuals and groups.
Marianne Brereton -MAS- Developing a model (Hart) for paramedics to be depolyed to major disasters.
Jonathon Van Ek - MFB -Rapid extraction of time critical patients involved in motor vehicle incidents.
Ross McNeil - VICPOL - Evaluate methods used to evacuate residents in constricted locations during wildfire.
ESF Scholarship Scheme 2010
Scholarships were awarded to:
- Tom Lowe of Department of Sustainability & Environment.
Topic -Building Community capacity to live with fire.
- Jonathan Payne of Victoria Police.
Topic-Management of OH & S of emergency service employees in uncontrolled environmments & to seek out best practice in mitgation.
- Ron Sheppard of Australian Volunteer Coast Guard.
Topic- Risk management in recreational boating.
- Dalal Smiley of Metropolitan Fire Brigade.
Topic- Achieving Diversity in Emergency Services through Positive Action Programs.
- Nigel Taylor of Life Saving Victoria.
Topic- Water safety for communities.
ESF Scholarship Scheme 2009
Scholarships were awarded to:
- Julie Harris of MFB
Topic- Knowledge transfer of vulnerable groups amongst various agencies.

- Mick Hermans of Victoria Police.
Topic- To consider the impacts of civil disturbance,obedience and public order in U.K,identifying best practice mechanisms in the emergency management of racial/religious events and the conflicts,as part of event management.
- Michael Whitty of MFB
Topic- To consider expanded use of thermal imaging technology for responders.
- Peter Kueffer of VIC SES
Topic- To identify best practice on responder resistance and resilience.
ESF Scholarship Scheme 2008
The following 3 scholarships were awarded for 2008 by the Scholarship Committee.
- Ms. Vicky Kyris from Victoria Police.
Topic- The use of corporate anthropology to enhance the alignment of corporate support services with frontline operations.
- Mr. Jeff Green from CFA
Topic- Cardiovascular Fatality Prevention.
- Mr. Douglas Hocking from Victoria Police.
Topic-Emergency Planning Risk management in the University Environment.
These awardees were presented their ESF Scholarship Certificates at the Emergency Services Foundation annual luncheon at Raheen in 2009
